Voter Registration

Voter Registration Policy 
The Putnam County District Library (PCDL) is required to provide at its main library and in all branches voter registration applications [Ohio Revised Code Section 3503.10(B)]. 

All Putnam County District Libraries will provide the following: 

   1)  Applications for voter registration in both English and Spanish.
   2)  Voter registration instruction brochures in both English and Spanish.
   3)  Designated Voter Registration Agency Notice of Rights/Declination Form.
   4)  Aid patrons in filling out of the application as per The Voter Registration Manual issues by the Ohio Secretary of State.


All library personnel involved in voter registration will maintain strict neutrality with respect to their political philosophies and             keep confidential the fact that a person registered to vote or update his or her voter registration records through the library. 

All completed forms will be turned over to the Putnam County Board of Elections: 

   1) If the form is filled out at least two (2) months prior to an election, it will be delivered directly to the Board of Elections within              five (5) business days of receipt . It is the responsibility of the staff member receiving the form to notify the NVRA Agency                Coordinator immediately upon the receiving the form.
   2) If the form is filled out less than one (1) month prior to the election, it will be delivered that day to the Board of Elections or, if           the form is filled out after normal business hours, the following business day.  It is the responsibility of the staff member                 receiving the form to notify the NVRA Agency Coordinator immediately upon the receiving the form.
   3) If the form is filled out on the final day of Voter Registration, it is the responsibility of the staff member to drive it directly to               the Putnam County Board of Election at the close of business.

In accordance with Ohio Revised Code Section 3503.10(A) the PCDL will assign an individual to serve as the National Voter Registration Act Agency Coordinator. This individual will perform the following duties:
   1) Assign NVRA Site Coordinators at each branch location.
   2) Serve as a Liaison between the Secretary of State's office and the Putnam County Board of Elections in addition to other                  city, county and state agencies.
   3) Maintain a list of branch library NVRA Coordinators and their office hours.
   4) Provide training to all PCDL staff members at least once a year.
   5) Report in writhing to the Putnam County Board of Elections the total number of voter registration forms transmitted from the         PCDL.
   6) Order and maintain voter registration supplies.

The responsibility of each NVRA Site Coordinator is as follows: 
   1) List set office to assist patrons with filling put the voter registration form.
   2) Ensure there is an adequate supply of voter registration form in both English and Spanish and have declination forms on                hand.
   3) Ensure that all promotional materials designated by the Secretary of State is prominently displayed at their site.

All PCDL employees will be trained at least once per year on voter registration procedures. All PCDL employees are required to help patrons fill out voter registration forms if the NVRA Site Coordinator is not available.
